Combine sugar, minced ginger, cloves and water in a saucepan.
Bring the mixture to a boil and cook until the sugar dissolves, about a minute.
Remove from the heat and add four hibiscus teabags.
Allow the tea bags to steep until the liquid cools, and then discard them.
Strain the punch into a large pitcher, removing the cloves and minced ginger.
Add orange juice and pineapple juice and chill before serving.
